The NU-series library below. Tier 1 policy → Tier 2 procedure → Tier 3 field card → Tier 4 record (NU-GOV-000). The textbook layer — cards test it, the day runs on it.
Card 05-A Start of Day → The Bore Sequence (NU-FLD-220) → Card 05 Close → Daily Loop posts → The Supervisor's Daily Assurance Board. Five gated phases; only certified men (Layer 2) at the controls; every gate cites its SOP (Layer 3); the Board closes the loop back to Layer 2 — it checks whether today's delegation actually matches who's certified, and whether yesterday's locates were verified.
Softr build (Steve) — HANDOFF v2. Every Layer-4 gate = a required field with a who, a when, and a proof. "Today's Bore" stepper runs the day in enforced order. If it is not in the app, it did not happen and it does not bill.
