This is the one page that says what documents exist, what number they carry, who owns them, and what is still missing. If it isn't on this page, it isn't a controlled Nova document.

PART 1 — WHY v0.3 EXISTS

v0.2 was an honest status board, and it worked: it named five half-builts and a build order, and three of them got built (008 points, 009 injury aftermath, 010 employee manual). But it had a structural problem that shows up the moment you try to put the system in an app:

The numbering was sequential, not linear. NU-OPS-001 through 011 were issued in the order they were written, so the number tells you when a document was made, not what it is. NU-OPS-006 is fleet. NU-OPS-007 is quality. NU-OPS-008 is discipline. There is no pattern. Add twenty safety SOPs to that and nobody — not a crew lead, not a GC auditor, not Steve building the app — can find anything without reading all of them.

And the topics you asked about are already written down — just not as documents. Trailer hookup, traffic control, and cone setup all exist today as fragments scattered across four different books:

So the answer to "what SOPs do I need to create" is two answers: a numbering system that makes the library linear, and a specific list of missing documents — with the safety program at the top, because it is the only gap on the list that can shut the company down or lose a prequal.

PART 2 — THE NUMBERING STANDARD (this is what makes it linear)

This is how every underground contractor that survives an ISNetworld / Avetta / Congruex Unify audit organizes documents, and it is how the big utility primes (Dycom, MasTec, Congruex operating companies, Ervin Cable) do it internally. Numbers are blocked by function, not by date.

2.1 Document ID format

2.2 Document tiers (the other half of "linear")

Every document is exactly one of four things. Mixing tiers is what made the current books hard to hand off — NU-OPS-002 is a policy, a procedure, a work instruction, and a form all at once.

The rule that makes the app work: every Tier-2 gate becomes a required field on a Tier-4 record. If a step is a gate but produces no record, it is not a gate — it is a suggestion.

2.3 Transition rule — do NOT reprint the library

Existing documents keep their printed NU-OPS numbers. New documents get series numbers only. The register below carries both IDs on the same row, and in the app the register table gets a Doc ID field and a Legacy ID field. Documents pick up their series number the next time they rev anyway. Nobody re-signs anything, no cross-reference breaks, and the library is linear from today forward.

PART 4 — THE GAP LIST (what still needs to be created)

Priority key: P1 = costs money, shuts a crew down, or loses a client if it stays missing. P2 = build this quarter. P3 = build when the P1s and P2s run clean.

4.1 SAFETY (NU-SAF-100 series) — the biggest hole in the library

Nova has if/then cards and a damage report. It does not have a written safety program. That is not a paperwork problem, it is three real problems: (a) every serious prequal — Congruex Unify, ISNetworld, Avetta, and most GC packages — asks for the written program by name and by element; (b) the insurance underwriter prices the renewal off it; (c) after an incident, the first thing requested is the written program, the training records, and the toolbox talks. NU-SAF-100 (built today) is the umbrella. These are the elements that hang under it.

PART 5 — BUILD ORDER (do not boil the ocean)

Done today (4 documents): NU-GOV-000 register · NU-SAF-100 safety program · NU-SAF-105 traffic control & cones · NU-FLT-310/311 trailer & securement.

Next five, in this order — and each one is a week, not a month:

1. NU-FLT-313 — verify DOT carrier status, then build DQ files. Not a writing job, a fact-finding job. One phone call answers whether Nova is a motor carrier. If yes, the DQ files are overdue today.
2. NU-SAF-107 — Excavation & Trenching + designate the competent person by name. Pool digs start soon. This is the one gap that can kill somebody.
3. NU-FLD-210 — Work Order creation. Margin gate #1. Everything financial downstream is blind without it.
4. NU-SAF-104 + NU-SAF-124 — toolbox talks + training matrix. Both are tables, both go straight into Softr, both are what every prequal and every insurance renewal asks for.
5. NU-SAF-101/102/119/122 — the paperwork four (HazCom, PPE assessment, EAP, OSHA 300). A day's work together, and they close most of the remaining prequal checklist.

Still open from v0.2 and not yet closed: name the timekeeping app · fill the Fleet Register (still all [fill]) · close the two CRITICAL access rows · confirm GA lien deadlines with counsel · get cost data into the production log.

PART 6 — WHAT THIS REGISTER NEEDS FROM ADAM

1. Approve the numbering standard in Part 2 (series blocks + dual-ID transition). Once approved it never changes again.
2. Answer the DOT question: does Nova have a USDOT number, and what is the GVWR/GCWR of the truck-and-trailer combos? This decides whether NU-FLT-313/314/315 and NU-SAF-120 are urgent or optional.
3. Name the competent person for excavation (Subpart P requires a designation by name, with the authority to stop work and remove men from a trench).
4. Sign NU-SAF-100. A safety policy is worth nothing unsigned — that signature is literally the first page of every prequal.
5. Confirm the cone/sign counts in NU-SAF-105 §7 against what is actually on the trucks today.
